The <csc> target, when used with <resources>, always
recompiles, irrespective of whether the resx files
were changed or not. I thought the compiler wont be
invoked if none of the dependent source or referenced
files have changed. Isnt that so?
<target name="build">
<csc target="library"
output="${bin.dir}/${package}.dll"
debug="${debug}">
<sources>
<includes name="**/*cs"/>
</sources>
<resources>
<includes name="*resx"/>
</resources>
</csc>
</target>
