Here is a bug in Nautilus that prevents emblem labels to be showed when, for instance, the .icon file with translation are placed in 48x48/emblems directory, but Nautilus is showing emblem fetched from 32x32/emblems directory.
Same should occur if you are using a theme without .icon files. Here is a patch[1] against gnome-icon-theme to add .icon files in all relevant directory, but IMHO it's just a workaround, not a real fix (the issue for icon themes without .icon file still exist). So, could someone try to investigate and provide something like the fallback search (search .icon in current directory, if not available search in other <size>/emblems directory, if still not available seach in inherits)?
