Here are some basic things you might look into:
o Is the server running?
o Which interfaces is the server listening on? Are you actually
trying to connect to one of those?
o Are you controlling access to the server using tcp_wrappers?
If so, are you allowing access from the localhost / server
itself?
o Is anything being logged in nessusd.messages?
