The snmpd.conf file wasn't in the right place. Once I put it there, the
agent started to work.

OK - so it's a problem with the installation as a whole.
Not this particular MIb module.

Was this the version that came with the RedHat distribution, or one that
you compiled by hand?

Have a look at the FAQ entries:

        My new agent is ignoring the old snmpd.conf file. Why?

and if that doesn't help:

        Requests always seem to timeout, and don't give me
                 anything back.  Why?
