No - it is not mandatory.

We would *prefer* that you fed back any changes to the
code, so that other people can benefit from them.  But
there is no obligation to do so.
  If you wish to be dog-in-the-manger about anything
you've done with the Net-SNMP code, that's perfectly valid :-)
