Is the problem that restarting snmpd does not generate the trap? Or is it that snmptrapd does not receive the trap? Have you configured any access control settings in the snmptrapd.conf file? Earlier versions of the trap receiver would accept all incoming notifications. The latest release requires you to configure access control for the traps you are happy to receive.
