Check out the NEWS-howto in /usr/doc/HOWTO/unmaintained.

Doesn't look very recent (or tailored to Mandrake), but it should get
you up and running.  

One other place you could look is "Managing UUCP and Usenet News" from
O'Reilly & Assoc.
