Hello!
If not have cyrillics fonts you can get its in http://www.usoft.spb.ru or 
http://www.iplabs.ru and after the installation then:
In KDE Control Center -> Desktop -> Lenguage -> First; select Russian(ru) and restart 
KDE.
In Netscape :
Edit -> Preferences -> Appearance -> Fonts -> For the Enconding -> Cyrillic(koi8-r).
I hope in the future you can write in Russian.
