I've had this problem before under windows with a new modem.  You need to
probably go into BIOS to fiddle with the address settings of Com 4.  Should
be about four choices.  Try each one in turn and start Linux after each to
see if you are allowed.  Another problem might be a conflict with Com 2
device.   Com 2 & 4 usually share an IRQ (interrupt).   Do you have a device
on Com 2?   I usually have my modem set to Com 1, 2, 3.  Com 1 & 3 seem best
