I installed pkg-config from source code. I've just done ./configure --prefix=/usr, make and make install. Now pkg-configure sits in /usr/bin. I ran ldconfig, rebooted the system. Now kpackage still reports pkgconfig missing when I tried to install libglib-2.0_0-devel.rpm

If it was by RPM, can you try it again - but from a terminal ? If so, try using rpm -Uivh --force XXXXXfilename.rpm - and then see if you can reproduce the error...
