[newbie] rawwritewin problem

While trying to make a boot disk under windows 98se using rawwritewin
for Linux Mandrake, a windows error was received that stated,
"LoadLibrary 16 failed!."  Mandrake Linux directions were used in an
attempt to make this boot disk.  Does anyone have any suggestions to
make a bootdisk in windows without receiving an error and why did I
receive this error?  Any help will be appreciated.
