In the first instance, you are correct.
The second, I was under the impression that he just basically wanted another
super user, but didn't want the same name root, so that for example email to
him as root doesn't go to email to another supervisor.  Sorry for any
confusion.

very bad. This gives everyone the right to run this binary as root.
Better way to go is to use sudo, or at least:

chown root.mygroup <binary>
chmod 6750 <binary>

and add the users you want to use the prog to "mygroup".

By no means! Please, this will give the user ALL the root permissions ALL
