The package menu-2.1.5-19mdk manages the program-menus _for all
WindowManagers_ systemwide. Only root is allowed to change the menus, of
course. Read the (good) docs of /usr/doc/menu-2.1.5-19/ how to change them
or adding items to it. BTW: the entry "Gnome-Edit" is NOT a duplicate
entry of emacs but calls the editor, a user has been specified in his
gnome-session. By default it is emacs but can be changed to any editor he
likes in the Gnome Control Center, so you should not delete it.

Gnome works fine changing the menus: It complains about modifying the
system menus (permission denied) but allows you to edit your personal
(favorites) menu. Because I don't use KDE, I don't know how to change your
personal menu there. But it has nothing to do with the package
menu. Probably another file is missing.
