I agree with Steve and if running an individual box, one of the first 
things that should be done is to shut down telnet.  Go into /etc/
inetd.conf and mark out the telnet line.  Then kill -HUP <PID of the inetd 
process> to force the inetd server to reload it.  

Otherwise, your telnet will be open to the world.
