No net nanny.  There are firewalls that can be used, but the safest and most 
comprehensive system for this purpose (though it is designed for another) is 
probably MandrakeSecurity, a stand-alone distro that serves as a firewall 
between a local network and the internet.  With a web browser from one of the 
local computers it is possible to restrict access in many ways and to make 
sure pop-up ads all happen as one transparent pixel.  And you are free to 
define your notion of undesirable, statring with any list of domains that 
displeases you.

(Some versions of restrictive software keep their actual bad lists secret, in 
windows.  Of course here that would be totally unacceptable.)

An old $50 computer from the surplus market with a P75 or even a 486, 16Mb of 
RAM and 500-600Mb of hard disk, together with one interface for the internet 
and one for the local computers is all that is needed to run 
MandrakeSecurity.  Of course it also filters in the other direction, meaning 
for example that you can cut local people from using services as well as 
sites, like AIM or IRC.
