try the winex build at http://www.transgaming.com/ they claim ceaser 3 is a 4 
out of 5 on working quality.  see

you do need to pay to get their winex in rpm but the source is free.  roll 
your own and save.  :-)

if you can, a one time (i think it is 5 dollars) payment is always nice for 
these companies, they generaly do pretty good work after all.
