Yes, you need to be root.  Have a look for these:

$ l /usr/sbin/adsl*
/usr/sbin/adsl-connect*  /usr/sbin/adsl-start*   /usr/sbin/adsl-stop*
/usr/sbin/adsl-setup*    /usr/sbin/adsl-status*
