On my 8008 (not s model), if I turn on the meter by slightly depressing the shutter release, then move the AE-Lock slide, the exposure indicated in the window does NOT change regardless of the light level I point the lens at, until I release the AE-Lock slide, at which point the new exposure is shown. I suspect your AE-Lock slide is defective.
