I bought my 35-70 f2.8D new in 1995 (the "D" lens is identical to the
non-D, with the exception of the "D" technology).  On my lens, as well as
on the two or three other samples of the 35-70 f2.8 -- both D and non-D --
that I have used, the inner barrel that houses the lens elements "wobbles"
within the outer barrel on which the focus and zoom rings are located.  The
movement of the inner barrel is ~1mm.  My lens has done this since day one.
 If you shake the lens, the inner barrel moving around within the outer
barrel does make a rattle sound.

If this is what your lens does, I wouldn't worry - it seems to be normal
for this lens.  Just part of its AF-ness, I guess.

HOWEVER, if by your statement that "the front element is loose" you mean
that the actual front glass element itself moves around inside the inner
barrel, this is certainly NOT normal!  

My guess is that your lens is fine, since you mention that the movement is
noticable when you grip the filter ring, which is part of the lens barrel.
I was alarmed the first time I noticed this behavior, too!  But I soon got
over it when I saw the crispness and color of the images the lens can produce.
