I don't know about your photographic style and need, but how about the
following option:
1.      Buy the used but mint 35-70 f/2.8
2.      Buy used but mint 24mm f/2.8 or 20mm f/2.8, whichever focal length
most suited to your preference.
3.      If it happen that you really need the 28-70 f/2.8, you can resell
(1) and (2) at slight loss.

You can wait to buy the 28-70mm f/2.8, but there's potential problems in
going this path:
4.      You loose some wonderful opportunities while waiting for it.
5.      There is no used 28-70mm f/2.8, so you have to buy a new 28-70mm
f/2.8 lens.
6.      If it happens that the 28-70mm f/2.8 is not what you really want
(for whatever reason), you will have to re-sell it at greater loss than
reselling (1) and (2). 

I have to admit one possible problem in option (1) and (2):
When the 28-70mm f/2.8 appears, you want the 28-70mm f/2.8 but don't want to
let your (1) and (2) go !!! :(

Just remember, only you knows your need. Others' opinion (including mine) is
just trying to help you exploring options that might be forgotten/overlooked.
