Excuse my ignorance about Nikon speedlights, but its there any reason the SB-23 shouldn't be backwards-compatible with an FE2 (in manual mode)? I myself used an SB-23 on my F90x, but ran into problems when I tried it with my mom's FE2 -- even after cleaning the hotshoe contacts, it only fired half of the time on either the manual or TTL settings.
