I own a F50, which is supposed to be a bit more basic than the F60, and I'm absolutely happy with it: I'm not a pro, and I'm not likely to go buy (and do not have either) that many lenses. But, if I were your colleague, I'd go with the F70. If his interest in photography is just casual, he can use it in Program mode and won't find any problem with the supposedly confusing interface. If his interest shifts, he's got a much more capable camera. If he gets tired of the interface or whatever, he can always trade it for a F60, without any cost. since the insurance is giving him the chance of choosing, the smartest move should be get the more expensive option, try it, then decide.
