This is a so-so rating. Most (but not all) Nikkor lenses receive ratings of 3.0 or better. For example, the Nikkor 24-50 f/3.3-4.5 received a rating of 3.2, while the Nikkor 20-35mm f/2.8 received a 3.6. However, the good news is that the Tokina 20-35m, f/3.5-4.5 received a rating of 3.3, and the Tamron SP AF 20-40/2.7-3.5 Aspherical (IF) received a rating of 3.7! The Tokina 20-35 f/2.8 and the Tamron 20-40 f/2.7-3.5 are about the same price (B&H prices, $671 and $699). Unless you need the constant aperture, the Tamron, at only $28 more, is a better buy, as it received a substantially higher rating, provides a slightly longer zoom range, at a slight loss of light (2/3 of a stop).
