Shannon,

the 1/60 synch speed is normal for the F601: it is by default in
balanced fill flash mode where the sutter speed varies between 1/30s and
1/125s.

Your problems might be due to a wrong setting of the camera (M
mode,...). Try resetting it by pressing any 2 buttons from the left pad
for 5 seconds or so. Check the lens aperture also.

There might be a much simpler explanation, which would match with the
blinking display. The battery may just be dead.
