I've compiled nistnet to delay before sending each packet based on
bandwidth. I've also set DRD values for about 36 and 76.

Bandwidth is set to 23000 c/s.

Using 3 different tools to measure link speed (numion.com, speedtest.com
and internal proprietary) I'm getting download speeds (to my test machine)
3-10% slower than my upload speeds. Rules are:

cnistnet -a 0.0.0.0 172.16.202.246 --bandwidth 23000 --drd 36 76
cnistnet -a 172.16.202.246 0.0.0.0 --bandwidth 23000 --drd 36 76

so I'm expecting symetric behavior.

Note ... one of the speed measurements doesn't leave my LAN so I doubt it
has anything to do with external traffic.
