If you want an honest answer - it is there because it has to be. Ultimate Feats is designed to give gamers a huge stack of feats to use in their games. We never intended it to be pulled apart and used elsewhere - note that you still can, but you have to contend with the section 15. It is for the ordinary gamer, probably not the gentlemen on this list. Now, the Game Designer's Companion, coming next in the line, _is_ specifically for people who like to pull things apart, and you will find section 15 very easy on the eye.
