My priority is for the average gamer.

For example, we could (as we are doing in the Game Designer's Companion)
list a seperate section 15 entry by each new rule (feat, in this case).
Now, this works very well with a book that has component rules systems
stretching over several pages.  It is less appealing to do this with over
1,000 feats.  In fact, it would look downright ugly.

So we opted for the current route, primarily for the clarity of the vast
majority of gamers who will actually end up using this book.

_That_ is what I am saying.
