I'm not sure I'm following what you are asking. And I have no intention on getting into another theoretical discussion about an issue that has been thoroughly hashed out on this list well over a dozen times. Put as simply as I can: OGC must be clearly identified in a way that makes all OGC clearly identifiable as OGC when it is being looked at by a person. After a person has read the OGC designation they should immediately know when they are seeing OGC and when they are not.
