I would say that totally fails to designate OGC other than the PI. Obviously the PI must be OGC, so there are two interpretations: 1. Only that which is PI is OGC, but it is ofcourse PI. 2. The whole book is OGC and only the stuff that is PI is PI. I think 1 is more reasonable than 2.
