No.

The OGL is a license between Contributors (defined, in a nutshell, as "anyone who has written Open Game Content that you are using") and You (defined as "the one who is using that OGC") allowing the (re-)use of Open Game Content.

Therefore, any of Contributor whose OGC you improperly use has the standing to take action. Arguably, any Contributor has the standing to take action whether it is their OGC that is improperly used or not.

De facto, WotC is the main enforcer because they can pay the big bucks to the lawyers.
