The point being that a 'naked 10th level fighter' will almost never happen,
unless the GM wants to set up some special circumstances. Past about 7th
level, in the type of setting portrayed in the DMG and the various
treasure/rewards tables in the SRD, the equipment becomes more important than
the character. The fighter will have more HP, but that's about it. Oh, I
guess he'd have the ability to fight more effectively while fighting
defensively or with Expertise, and still be able to hit the opponent (higher
BAB).

The AC mechanic of d20 is a very core premise. The class defense bonus gets
around the relative lack of magic in d20M or SW. Any tinkering with it can
have massive rammifications. Note that in d20M, the armor is fairly minimal in
actual game value, and with SWRCRB, armor provides no defense bonus.

I do plan on running a low magic setting, and have implemented a class/level
based dodge bonus that is slightly less than the d20M values; I feel they were
too high, even with non-magical armor. In short, I've combined reduced armor
benefits and a class defense bonus.

Ah, but I said "...if all other things are equal." Right now, a 10th level
fighter, no magic equipment and a 10 Dex, has the same AC as a 10th level
commoner, no magic armor and a 10 Dex. I would think that the fighter's
training would grant them *some* inherent AC bonus...call it Defense. I agree
that d20 is a magic world, but some folks don't play in a high magic setting;
whereas others play in a heavy magic setting. I was only wondering if such a
thing had been done. I'm thinking of cobblign something together myself, but
wasn't interested in reinventing the wheel.

It's not that hard to reverse engineer, but look at it this way: fantasy d20
has magic, and the characters have this sliding scale for their 'target wealth'
based on level. So, because of obscene amounts of magical equipment, a 20th
level fighter does have a much better AC (commoner is an NPC class and has much
lower target wealth).

With this in mind, a low magic campaign might make a class defense bonus a
viable alternative to +5 mithril full plate, +5 large shield, gloves of dex +6,
ring of prot +5, amulet of natural armor +5, boots of speed, and all the usual
extras. But adding a class defense bonus *in addition* to all of this would be
silly.
