Using the bpc parameter only bypasses the cache for the application
XML, not any other files referenced in it. Make sure that you have URL
re-writing disabled (instructions provided in the blog post linked
below). Also keep in mind that your browser may be caching static
files as well so you may look into disabling browser caching
temporarily.
