I think ARC early and often is the right thing to do for projects that
have their core specs worked out. Its supposed to be done early enough
though, that there is still time for the specs (and implementation!) to
change in response to ARC feedback.
OTOH, if all you have is an *idea*, then it is too soon to ARC. ARC
wants to look at fairly complete proposals. (Note that specification
complete does *not* equal implementation complete.) ARC doesn't design
your project for you, but they might request that your project design be
changed.
