I have put the draft of the strategy on the wiki.

There is a section about the user as well so it might help you with your 
question. The strategy is not official yet, but there were many people from the 
community involved and it is reviewed by the board. So I think the big 
direction will not change anymore.

I hope we can vote on the strategy before the creation of the foundation.
