There is also this one in Hammamet Tunisia in September: http://www.oss2012.org/ I don't know how interesting it would be to openSUSE in general, but... OSS in general is "up-and-coming" in Africa. Conferences are starting to pop up there more and more often. I haven't seen much representation from any distro anywhere though. Big companies are starting to poke around and get into it.
