debugging with netbeans

Hi,

I want to debug JSP,ejb with netbeans.
I try
java -Xdebug -Djava.compiler=NONE
-Xrunjdwp:transport=dt_shmem,server=y,suspend=y -jar orion.jar
I get
Exception in thread "main" java.lang.IllegalArgumentException: Tool classes
not loaded correctly. Use -Xbootclasspath to specify the path to tools.jar
at sun.tools.agent.Agent.boot(Agent.java:1957)
Could not create the Java virtual machine.

Can anybody help me, how to debug with netbeans.
