I looked in the jar you attached, here's what I saw:
jar -tvf emp.jar
META-INF/
META-INF/MANIFEST.MF
ejb20/
ejb20/Address.class
ejb20/ContactInfo.class
ejb20/Employee.class
ejb20/EmployeeEJB.class
ejb20/EmployeeHome.class
meta-inf/
meta-inf/ejb-jar.xml
The ejb-jar.xml needs to be in META-INF (uppercase), like so:
META-INF/ejb-jar.xml
