Just a personal opinion: One or more licenses of Together Control Center (for your architects/ system designers) and Intellij Idea for every developer are pretty much what you need to make a server side project successful. This assumes that the framework you try to implement supports your developers and not your UML Tool. Just in case Together is too expensive spend some time on your architecture and you may not need what you are looking for - the key is KISS ;)
