Exactly. For getting started on this, you may read http://www.blackboxvoting.com/ (the book -- PDF links on the right side of the page). Voting must be transparent to everybody. Electronics and firmware and software are understood by a small minority, so this is difficult to make work transparently for everybody. And closed source is never transparent.
