I would say that all those 'dicks' creating viruses for windows are running windows. Most of the viruses use some COM feature of Outlook or Internet Explorer etc, and hence require correct linker information. This information is only available in the Microsoft SDKs which ofcourse are only applicable on windows systems.
If I've lost you at any point in that statement then I don't think you really have the technical prerequisite to be making the kinds of accusations that you have been. Most people I know that run linux and code, code linux applications (or kernel stuff). They don't often bother to code anything for windows. I'd tend to believe the AV producers when they state that most viruses come from script-kiddies, people who don't actually code anything, but rather obtain code produced by someone else and rerelease it with only superficial changes. The original code will most likely have been produced by someone as a bragging right, concerning how much knowledge they have of 'windows' flaws. Which would ofcourse again require that they run windows.
