Yes

It can work back/forward to 99SE although it will be more difficult to do so
now if you use the additional features in DXp2004 SP2 such as the new copper
regions/pours as these are not supported within the 99Se database, same for
any rules/parameters which I "assume" will be lost in translation. Never
tried it to see if they are converted to polygons.

Biggest issue I have found with translation is in the SCH, if you use a fine
grid and optimised parts, then the import to DXP2004 will basically take the
entities and netlist contained within the 9SE sheet and then places them on
a DXP sheet. Result is usually the compiler (ERC and design checker) choking
with warnings about off grid items etc.

Otherwise not that bad.
