I'm assuming the dog and clippy are forms of the office assistant. I hate
that too.
The best way to permanently disable the office assistant is to uninstall it
from the "add or remove programs" dialog box. Select
start->settings->control panel->add or remove programs->microsoft
office...[Change]->Add or remove features->office tools, then find the
office assistant and select "Not available." Whew, that ought to do it.
Don't ask me why MS made this so difficult.

Right-click on the desktop, click on Properties, click on Appearance tab. 
Then choose the "Windows Classic" theme.  I think that's right, I'm 
operating from neural memory, and that's not always reliable.

I forgot how to get rid of the dog.  I wonder if the dog's name is "Bob"? 
Remember Microsoft Bob?  Ugh.  I wonder if MS Vista will have a mountain 
goat ("Billy"?) for an assistant?

How about Clippy?  I thought Clippy was rather amusing - for about 5 
minutes.  True story:  My mother hates Clippy.  Although she is the type of 
user that Clippy is targeted to, she had me get rid of Clippy for her.  The 
reason:  she can't stand anything staring at her.  Clippy would jump onto 
the page she was typing, stare at her, and roll his eyes around.  She 
didn't know how to get rid of Clippy, so she stuck a post-it note over the 
area of the screen where he was.  She was OK for a while, but then Clippy 
moved to another region of the screen and continued staring at my mother. 
She got so mad at him!  She kept moving the post-it note to cover him up. 
So I turned Clippy off for her.  Ever so often, she would inadvertantly 
enable Clippy and he would return to aggravate her.  So I showed her how 
she was reactivating him, and how to deactivate him.  Problem solved - sort
of.
