I don't have any experience with phase converters but I do understand voltage conversion.

What you need is a buck-boost transformer. These are basic 60Hz iron core transformers, but have secondaries that are intended to be wired in series between the power source and your load. In your case you want a 240Vac primary with a 32Vac secondary. When wired out-of-phase it will subtract (buck) the 240 down to 208. Be careful not to wire it in-phase or it will add and you'll end up with 270V. Check with a voltmeter before you connect it to the load.

This assumes a simple 240 to 208 connection. It is more probable that you need a 208V 3ph wye connection. For that you will need two or three transformers to deal with each pole (with differrent voltages of course). That will depend on how the phase converter is connected.
