A couple of things to start off with:
1. Why did you post your message on this mailing list, rather than on the
[PEDA] ("Protel EDA Discussion List") mailing list? I consider that your
message is very much "on topic", and while it's likely that many members of
that mailing list are also members of this mailing list, I'm also picking
that there are many who are *not*. Hence it is plausible that your message
has *not* been viewed by various people who *might* have been able to
provide you with more assistance; your message would also be of interest to
any users who either already own a copy of Windows XP x64, or who are
otherwise contemplating purchasing a copy of it.
2. In general, I try to avoid being pedantic (though "under-informed"
individuals who proclaim that Dunedin/Queenstown/Wanaka is in Southland,
and/or that Otago University is in Invercargill, etc, still really p*ss me
off), but there is still no such version as "Protel 2004". In between a
previous version of Protel 99 SE and the current version of Altium Designer
2006, there was a DXP version and (then) an Altium Designer 2004 version.
And the last SP to be released for the DXP version was SP2, while the last
SP to be released for the Altium Designer 2004 version was SP4. (SPs have
traditionally always been of a "cumulative" nature, but from what I recall,
that changed with Altium Designer 2004, which could explain why you are
attempting to install SP2 before installing SP4, rather than just installing
SP4 "directly".)
That said, I don't know how much I can help you, though I do agree with
Darren Moore who suggested that you enquire on Altium's community forums,
and I further suggest that you otherwise/additionally specifically solicit
support from Altium on this matter.
For the time being though, the AdvPCB.rul file looks like it's a file of a
documentation nature, so is the scope of your problem confined to (just)
that particular file not being updated properly, or did the installation of
SP2 "fail" in some still larger manner? *If* your problem consists solely of
just that one file not being updated properly, you could *probably* still
install SP4 at this stage, and while it is likely that you would still have
problems with that same file afterwards, you would hopefully still be able
to otherwise run SP4.
And as far as running applications on Windows XP x64 that had actually been
designed to run on 32 bit versions of Windows instead, I'm not claiming to
be an expert on the matter, but from what I do understand, there are some
parallels between such applications and DOS applications being run in
Windows. For the most part, they should, for each type of application, still
work in the appropriate "newer" version of OS; however, that is not
unconditionally always true. I have absolutely no idea why you are
experiencing problems with installing SP2 (regardless of whether you are
actually referring to SP2 for the DXP version or for the Altium Designer
2004 version), but I will still refrain from commenting any further on this
matter...
