Precisely. I'd suggest using small switches instead of hubs, but that's 
the general idea: it's a smaller version of the 4-floor, two building 
network we run: 6-700 conections.

Switches do a better job of managing network traffic than hubs and are 
better at making larger networks.

A rough diagram of your proprosed network is this:
(each switch can have as many PC connections as it has ports, miunus one 
port, used for the uplink.)

2nd floor: PC -------switch-------PC
                        | (uplink port)
                        | Ethernet cable between floors
                        |
1st floor: PC---------hub (or switch)-----PC
                        | (cable port)
                        |
                        |
                    Cable router----------------to cable co.

You can substitute hubs for the switches in the above diagram.

A 5-port 10/100 switch costs about $45 these days.
