One could argue that LEM has had a focus change of
late. Even so, there's no reason why a magazine for
vintage macs (whatever one's definition) couldn't be
started as a downloadable PDF. What it really takes is
a talented ego who is willing to put up with all the
nonsense required to launch such a thing.
