I've been using Internet with a 5260 for some years. It is a pretty similar
machine, but I don't know if they suffer from the same issues.

It didn't go fast, I tell you. But it was fast enough if you use System 8.1
with text-based browsers (i.e. Wannabe) or Opera (without images).

I used an external modem/answer machine called "Pace 65 Solo". The Apple
Remote Access window reported speeds of up to 42k baud.

This machine is not available anymore. In the UK based section of eBay
there's sometimes one of these sets being sold. I've checked now and there
is one starting at 49.99 pounds (oops!) and another one at 9.99.

An alternative solution is replacing your logic board and buying another
modem. It seems drastic, but it's easy and works.

It is possible to install a logic board from one of these models:  6400,
6500, 5400, or 5500. You'll keep most of your stuff (although you will have
to buy new RAM, a new modem, and ideally, a Level 2 cache card).
Although it's not going to be a G4, you will be able to navigate at decent
speed. Altogether it could cost you between 50 and 100 dollars. It's second
hand stuff.
