It depends. Generally the CVS on Sourceforge has almost no access control: Everyone can overwrite everyone else's patches. It's based on trust that this doesn't happen unless with permission. Some sub-projects are maintained by several people, like "mapping", which is Hans and Cyrille and maybe more, or "purepd" which contains patches by several people. Others are more a one-person issue, like RTC-lib.
