I thought the Unisys patent on LZW had run out earlier this year?

 From what I've read I can't
use the same
method as for JPEG ... that is, including the entire JPEG image in the
Xobject stream.

Correct.

Can someone outline what is required for
including a GIF
image into a PDF document ... I need to know the appropriate
objects plus
what 'parts' of the GIF need to be included into the stream.

Read the headers, then decompress the GIF file.
Look into the situation with the Unisys patent on LZW - you may
need to pay a license to write this code.

Extract the colour palette to build an Indexed colour space.
Then, recompress the GIF file using Flate encoding.
