PDF readers usually do not understand the postscript operators contained in eps files. Somehow you would need to distill your eps stream into a pdf stream, then package that resulting stream into a form xobject. Each page would then reference that xobject with the 'Do' operator. You may be able to do that if you have good tools for manipulating and creating pdf objects.
